Season 14 of League of Legends has been a rollercoaster with numerous changes to Summoner's Rift, especially with the recent champion and item balancing efforts by the developers.
With patch 14.13 on the horizon, the updates continue! This latest patch includes 9 champion buffs, 8 champion nerfs, and significant adjustments to Varus, with major changes to his passive and W.

According to Riot Games' official schedule, League of Legends patch 14.13 will launch on Wednesday, June 26, 2024. As always, patch 14.13 will be rolled out gradually to account for different time zones and servers worldwide.
The new patch deployment will start in the Southern Hemisphere, beginning with the Oceanic server around 10 AM AEST.
There will be a short downtime at the start of the patching process, during which matchmaking queues will probably be temporarily disabled as Riot Games applies the latest update.
Riot Games are continuing their tirade of adjusting ADCs to bring harmony back to the botlane. The champions targeted in this patch are Varus, Miss Fortune, and Kalista, as they will be getting some significant adjustments to their damage.
Caster champions who excel at dealing magic and physical damage with their abilities are also being spotlighted in League patch 14.13. As such, two popular runes will also receive changes: Electrocute and Dark Harvest. As mentioned by Riot Phroxzon on a Twitter post, the ultimate goal is to transform Electrocute into more of an "early game" rune and Dark Harvest into a stacking grind.
It wouldn't be a new LoL patch without new skins! Taking pride in their quality, not quantity, Riot Games are introducing the new Rain Shepherd skin line, complete with adorable froggy friends. Just two lucky champions will get these skins: Milio and Fizz. Milio the Gentle Flame, in particular, has not had a new skin since his release, so this is a welcome addition to the skin shop.

Riot is also taking a closer look at Arena and how champion buffs and nerfs affect with 2v2v2v2v2v2v2v2 game mode. This time around, Arena buffs are targeted at Akali, Blitzcrank, Yone, Azir, Corki, Heimerdinger, Kai'sa, Taliyah, Kassadin, and Rek'Sai, while nerfs are coming for Kha'Zix, Sylas, Pyke, and Kayn. Varus saw decent pick rates during the MSI, but his recent performance isn't up to par with Riot Games' expectations.
The focus for Varus in League patch 14.13 is to take some power out of Lethality builds while moving more power into on-hit builds. They also want to reduce his early game dominance by reducing his attack damage.
Please remember that the below champion buffs are only tentative changes and are still subject to change until Riot Games officially implements them onto live servers on June 26, 2024. These early patch notes are all taken from the Public Beta Environment (PBE).
